Building on a strong academic background and experience in the field of EIA/Environmental Planning, you will be responsible for providing support to the Environmental Assessment team in terms of managing and delivering environmental consultancy services to a full range of clients. You will assist in coordinating and providing technical input into Environmental Impact Assessments, as well as undertaking broader environmental management tasks for a variety of projects.   Key Responsibilities - Undertake research and keep up-to-date with the latest developments in EIA and infrastructure planning - Support a wide range of project management activities (including risk management, quality assurance and financial tracking) - Coordinate the delivery of EIAs (including Screening Requests, Scoping Reports, Preliminary Environmental Information Reports and Environmental Statements) for a variety of projects. This will include writing chapters and reviewing other technical contributions (e.g. the Ecology, Air Quality Chapter, etc.) - Coordinate and write high quality proposals and support the EIA team in winning work - Develop, motivate and mentor junior staff (in the EIA Team) to reach their full potential.

Instil appropriate team mind-sets and behaviours - Supervise hierarchically approximately 5 discipline engineers in the team as well as an integrated team between the engineering service contractor(s) and NCOC consisting 10-15 engineers - Coordinate functionally the Technical Service Agreements placed with some CoV’s (part time support for various technical disciplines) for any other relevant disciplines: material selection, flow assurance, facilities design, corrosion monitoring and protection, HVAC and architectural, etc. - Technical management - Ensures adequate contribution to managing the engineering service contract(s) by writing scope(s) of work, preparation of PO’s, review and acceptance of CTR’s, participating to contract clarifications if needed, supervision of engineering activities, follow-up of physical progress and verification of timesheets - Drive the technical work with the engineering service contractor(s) so that value is added to the maturation of the concept, and that adequate technical definition is provided to the required level for cost estimation and execution planning - Ensures that Operational and Safety input are introduced and managed, with particular reference to layout definition criteria - Ensures that lessons learned from operations, past activities performed and all experience gained in the previous project studies as well as relevant Kashagan project lessons learned are valued and capitalized - Drive and supervise the issuing of Pre-FEED/FEED documentation prepared by the engineering service contractor(s) including scope of work and manhour estimate for FEED - Ensures development of Pre-FEED/FEED stage deliverables related to the concept maturation and provide a support for - IPR reviews and the preparation of the relevant Decision Support Package - Act as Technical Authority for Engineering deliverables in accordance with NCOC PMS - Ensures that all regulatory activities (TEO/PreEIA) relevant to Pre-FEED/FEED stage to be managed and completed on time - In conjunction with the Project OR&A Supervisor, assures design integrity of offshore/onshore facilities and ensure adequate controls and framework in place - Ensures critical projects documents are prepared at required level of quality, and minimal delay in close out of outstanding

rhi (trading locally as QED International) is currently looking for Lead Legal Counsel to join our client NCOC in Atyrau (for locals/kazakh passport holders).   - Member of the Inspections & Litigation Department in NCOC’s Legal Directorate to provide legal advice and support in a pro-active, timely, cost-effective and professional manner; - Mentor and develop staff using a supportive and collaborative approach, monitor and evaluate results; - Ensure that legal considerations, including mitigation of legal risks identified by the Department, are taken into account in operations, planning activities and relations with the Republic of - Kazakhstan (RoK) government and other relevant third parties; - Monitor relevant legal developments and communicate these to the business and functional Directorates; - Give advice on compliance with the NCSPSA & JOA, and relevant RoK and other applicable laws, to the business and functional Directorates; - Contribute to relevant intra-Venture committees and sub-committees; - Maintain liaison with the Authority under the NCSPSA and other RoK governmental bodies, including the General Prosecutor’s Office, the local environmental authorities, security services, emergency situation authorities, and tax and customs bodies; - Represent NCOC in meetings and negotiations with the Authority, other RoK governmental bodies and other third parties; - Legal review of relevant Managing Director correspondence; - Liaise with shareholders’ lawyers on relevant legal issues with oversight by a Managing Counsel or the Legal Director; - Refer matters to and work with external counsel and notaries; - Perform such other duties and tasks as may be assigned by a Managing Counsel or the Legal Director; - Represent the Company in all courts of the Republic of Kazakhstan during consideration of civil, administrative and criminal cases, in state authorities during consideration of administrative cases and complaints (appeals) against the Company, to perform legal actions on protection of the rights and interests of the Company and its officials; - Provide legal support to all NCOC’s Directorates and Divisions during conducting of the state inspections (legal advices, visiting inspected facilities, customs inspection of goods, interrogations, providing explanatory notes, participation in inspection and investigation actions), initiated by the state authorities, prosecutor’s offices, national security authorities, state border and others; - Provide legal support to the Company and/or its officials and employees in cases of emergency at working and non-working hours at various state authorities, including prosecutor’s offices, law-enforcement authorities, Oblasts and Cities Administrations and administrative courts (arrests, interrogation of Company employees, criminal investigation actions, seizure of material evidences, incidents, accidents, inventory withdrawal, etc.); - Provide legal support to Company’s Divisions on requests coming from the state authorities on - Company’s business activity issues (meetings); - Make legal analysis of possible risks for Company’s business activity due to changes and amendments to the RoK legislation; - Make legal analysis of possible risks during legal review of the requests receiving from the state authorities and finding of positive decisions for the Company.
